Could this be the change Honda have been waiting for, a change in Government policy on Hydrogen fueled vehicles??

I don't think so.
I don't even think it'd help Honda that much, either. If Honda uses an Accord or Civic body to utilize their Hydrogen drive train, maybe they may be able to increase their lease number in hundreds to see better development. but I don't see it.
However having said so, I thought you meant "China" before opened up your link. I really thought it was a game changer.
China is the only place they could actually implement their policy country wide because they're still somewhat a communist government. And more importantly they are big enough to make a meaningful impact. It will cascade down to the rest of the world. They also could be less influencial from fossil fuel indusries. And theyhave not have fossil fuel infrastructure such as gas stations and distribution system in place yet so it would be easier for them to implement. They'd not have to switch over.
However, another 'however', I don't think the whole technology is here yet. We still have storage problems. They could use natural gas to produce 'hydrogen' for now. It'd practical and realistic yet CO2 freindly than oil.
I don't see it happens in years even if they decideded, but maybe in a decade. I think that would be a game changer. Everything(almost) and everybody(enough) have be in the right plave and at the right time for things to happen.

Awesome. After 4 years of spewing nonsense about how hydrogen was infeasible, costing taxpayers billions by tearing down a developing hydrogen industry and wasting hundreds of billions more on cars that everybody with a brain knew wouldn't work, now we can embrace where we were 8 years ago under an "anti-environmental, big oil, totalitarian regime."
It is time for the bozos at the top to get flushed. They are the real 1%, because apparently they don't even work for a living.

And CR-V9 believes China is the only Communist country? WAS the only Commumist country!
Everything from the "sudden" discovery of the CNG fields to the "sudden" acceptability of H2 vehicles stinks of politiciunts and their corrupt machinations.
Put it this way: I believed Honda when they said the Clarity's tachnology was already feasible. Now that the politiciunts are supporting it, I've suddenly become more sceptical...one now instinctively believes the opposite of what they say.
The 1% have enslaved most of the rest of us via debt/ponzi schemes/oligopolies, so I cannot foresee how they will become banished/vanquished, unfortunately.
